Bounty land warrants were granted to veterans or their heirs on the basis of military service performed 1775-1855, on the basis of an ordinance passed by Congress in 1788. Congress had issued authorization to shipowners for privateering in the form of letters of marque and reprisal. A letter of marque was a form of commission that permitted a privateer vessel to seize the goods and vessels belonging to an enemy country. Certain regulations were established to limit seizure but they were usually ignored. Privateer captains took almost any prize that seemed worthwhile. The privateering fleet inflicted a heavy toll on British shipping until the Royal Navy was organized in strength to combat them. The fast sailing frigates and brigs caught up with the Americans and made them pay a severe price for their activities. Privateers had captured or destroyed three times as many ships as the Royal Navy claimed. Among those prizes were sixteen warships, a type of vessel that a privateer did not usually like to engage. Most of the seafaring men preferred to be masters of privateers rather than in the U.S. Navy for the quite simple reason that privateers offered better pay and much more chance to fight the British on something like an equal basis of fire power and ship maneuverability. It was further true that privateers recruited better crews due to the pay inducements and that U.S. Navy ships often waited in port for as much as a year before they were adequately manned. It was while serving as a privateer that CAPTAIN WILLIAM BLACKLER, JR. was captured by the British warship, 'HMS Terrible'. The 'HMS Terrible' was a 74 gun, third rate ship. In September, 1780, she was on the North American station; she was at sea with most of the rest of the fleet, engaging in wide sweeps of the sea off New England with the ships in line abreast and a mile apart. Data from the Contemporary Lieutenants' Log of the 'HMS Terrible' indicates that 'on 1st September, 1780, she was cruising with the Fleet and making general chase some 230 leagues off New York, but made no capture. However, on 6th September, she took a prize 171 miles off Cape Hatteras, on the 9th sighted a strange sail, and on the 11th captured a brig from Philadelphia.' There is some conflict in dates here as American records indicate that the following Americans were taken prisoner on September 1, 1780 by the Brig Terrible: Captain John Conway, Commander; John Roundey; John Lewis; WILLIAM BLACKLER; John Down. For an American privateersman who was captured at sea, there was the formidable Mill Prison. CAPTAIN WILLIAM BLACKLER was committed to the Old Mill Prison, Plymouth, Devon, England on 25 December, 1780. The prison was a huge granite structure, a former tide mill in one of the Plymouth creeks, approachable only by a causeway running across the creek. The Mill, later Millbay, was originally only for prisoners of war and eventually was closed in 1930. Prisoners were allowed to govern themselves and set up their own rules of conduct. They slept dry and there were enough blankets. a man, if he wished, was able to take books from the library, read and study. Others made odd bits of carving and fashioned ship models that the guards sold for them on the outside. In the records of the National Maritime Museum, the names of the prisoners only appeared either when they volunteered to serve in the Royal Navy and petitioned the King for pardon, when they escaped from prison, or, more likely, when re-captured. As BLACKLER makes no individual appearance, it can be safely assumed that he neither escaped nor volunteered for the Navy. In November, 1781, the American prisoners were reported to be 'as riotous and turbulent as the French, and continually engaged in digging holes under the floors or in attempting to get through the roof, thereby causing grave damage to the fabric of the prison.' During 1782, large scale exchanges of American prisoners with British seamen in French hands took place, and it is probable that BLACKLER regained his liberty that year.
